Running vanilla without Space Age activated on a prior version map. I saw a couple similar issue posts elsewhere in forums but am not seeing an official bug report.

Landfill is not permitted to be built (forced or otherwise) on marsh tiles. I can provide save if needed but looks like it is a known but not reported issue?

Not a Factorio bug, marsh tiles are from the alien biomes mod, see also: https://mods.factorio.com/mod/alien-biomes/changelog
