[2.0.11]The upgrade planner does not upgrade chests by default

I don't know if this is actually a bug or just an unimplemented feature.
You cannot upgrade a chest to a better tier without manually setting the planner to do so.
I know this is a problem for logistics chests, but at least the basic chests should be upgraded to a better tier.
Wooden -> Iron -> Steel
