1. What did you do?
Made a simple landfill setup, left it running for some time.

2. What happened?
While I was away from the setup I researched the first Mining productivity. After some time passed I got back to the landfill setup and found it not working. The drill on the bottom complains there is no space in destination, but there definitely is. Manual intervention is required to get it working again. I'm attaching a video which shows the problem and also the save file.

3. What did you expect to happen instead? It might be obvious to you, but do it anyway!
I expected my setup to run as long as there's stone to be mined, enough space in the chest for landfill and enough electricity to power the setup.

4. Does it happen always, once, or sometimes?
Once.

5. If you can reproduce the issue provide the exact steps!
Can't reproduce the issue (tried in sandbox with no success).

Does the bottom miner have coal as an expected resource?

It doesn't, it has only stone as an expected resource.

Not a bug. Electric mining drill has coal in the stuck buffer.

From what boskid said, it looks like it had coal under it when you placed it and the nearby miner mined it all before you noticed the problem.
