[1.1.56] "spawn item" permission inconsistently applies to hotbar button/keyboard shortcut

Steps to reproduce:

1. start a new game
2. use /permissions and revoke your own "Spawn item" permission
3. click the green button on the hotbar for the upgrade planner; it correctly fails to work (as that'd create an upgrade planner item)
4. use Alt+U: you'll get a fresh upgrade planner on hand that can be stored in your inventory, etc.

Seems like the keyboard shortcut is bypassing the permission check.

Thanks for the report. The shortcut is using the “custom input” action and not the “spawn item” action. Mind if I ask: why do you want to disable those permissions?
