[2.0.13] Can place train stop not connected to rails via blueprints

Steps: copy a train stop, place it disconnected from rails.
Expected: "Train stop must be built next to rails error"
Actual: You can place the ghost, and it will get built. This differs from what happens when holding a train stop in your hand and trying to place it. Or holding a ghost in your hand and trying to place it.
