I probably don't do it right - but here's the story.
I have three stationary robo-ports, connected into a network but not overlapping.
I have about three hundreds of logistics bots.
I have a plentyful of purple and blue logistics chests, all arranged for maximum productivity... to a degree my IQ allows.
Everything was OK until I dropped yellow logistics chest (it stands near rightmost robo-port in save game).
Once I did so, about a quarter of all available logistics robots snatched some items, approached robo-ports (rightmost mostly - but some picked center) - and started hovering at it, doing nothing.

Re-placing the chest which caused it all did nothing.
Robots provided no feedback regarding what caused such sorta-strike. Placing any logistics chests or requesting items they acquired into player inventory did nothing.

It looks like they're all waiting to recharge. (I only looked at the video, not the save.)
A roboport can only charge 4 bots at once. And it's not exactly 'fast' when you scale it up. Them forming a circle around it is standard "waiting to recharge" formation.
You just put something down that caused all 300 of them to go move stuff, they didn't have enough of a charge to do it in one go, and so 300 try to charge all at once at one single port.
Not a bug, you need more ports.

Seems to be true. Squeezed out two more robo-ports - and the bots started SLOWLY reallocating themselves there.
- why that suddenly?
Probably some bots were not launched from robo-port after being inserted there - until I placed yellow chest.
- why no information at at least bot itself regarding why it's hovering on the spot, doing nothing?
We have activity status tooltips for walls. But not for bots. Unusual.
