Base Mod not updated to .14 on steam

Hello Everyone,

I am making this post because of the base mod in the game is still .13 All tho i bought the game last night on steam. I have read up that it has also done this on 0.12.x going to 0.13.x.. I'm wondering if there is a way to manually updating it, or a file that is missing somewhere/or a code also
