Finish loading doesn't wait long enough

I have LTN configured to finish loading. The schedule contains the 2s inactivity line and the station uses the train content and requested amount to "set filter" on some yellow filter inserters. This usually works. But once in a blue moon this glitches and the inserters are left with goods in hand. My assumption is that yellow filter inserters are just a tick too slow to finish loading in 2s.

Would it be possible to increase the finish loading timeout?

Too slow in the context of inactivity means they can't do one chest to wagon rotation in 2s.
If that really is the problem use the circuit control option and wire it up so red > 0 while inserters hold something.
However I expect the problem is uneven loading with one wagon filled and another having empty stacks.

It's a simple LC train and very early in the game. No stack bonuses or anything. The station also has reserved-slots=10 and usually only loads 200-600 items (1-3 stacks). Way less than a train car can hold. Which made me think the inserters are so slow they race against that 2s limit.

The timeout is in ticks, right? So maybe setting it to 125 ticks will already do the trick.

I have a 40MW nuclear reactor and need only 12MW or so. So no outages there.
