LTN won't launch after Dec update

After the Dec factorio update (I think 12/7) I can no longer launch LTN (the quickbar icon is grayed out, Ctrl T doesn't do anything.)
When I tried it the translating dictionaries popup came up but remained at 1%.
Any thoughts?
