Thankfully I found the issue, after stepping back and pondering. It would seem since my trains had an armored ammo car attached. Even though I had the threshold set to a specific number, the trains were counting my armored cargo wagon with ammo as extra space to fill... Might someone who what setting I need to enable in combinator or in game settings to bypass the additional storage availability? Thank you to whomever downloaded my world to help find my solution. I look forward to the community's further assistance.

Generally it's better to keep dedicated ammo or builder trains separate from LTN.

There's two way to make LTN ignore slots:
  • Lock slots in the wagon:
    Locked slots are subtracted from a trains slot capacity.
  • Provider Signal "Locked Slots per Wagon":
    Artillery has 1 slot, locked slots subtracts 1 slot from total making it practically ignored by LTN.

Thanks for the reply, sadly locked slots defeat the purpose for having ammo in the line. seems having a dedicated train for the ammo is the only solution.
