[0.15.x] First player that joins map gets admin permissions

I have my servers setup to auto wipe and restart the servers with a fresh map on a set schedule. The problem that I am having here is that once the server wipes, the first person that joins the server, regardless if they are on the admin list or not, will automatically get admin permissions. Note that these servers generate the new maps without any user interaction and are running as headless servers.

I didn't post any logs as there are really none to show. I just think it would be nice if headless servers did not automatically make the first person that joins the wiped server an admin as soon as they join.

Any input from others that have automated server schedules and have this same problem would be greatly appreciated.

in 0.16, if there is an admin list, the first player won't be automatically promoted
