[16.37] Desync on upgrade to latest version

Desyncs in modded game will be ignored most of the time, until it is clearly proven that the desync is not caused by scripting.

[16.37] Desync on upgrade to latest version

I had started a multiplayer map with some mods on 16.36, and everything was working fine. After updating to 16.37, the other player started getting constant desyncs. Logs are from her computer. We reverted back to 16.36 and loaded an autosave to continue playing, and there are no issues on downlevel version.
