[16.16] Desync while marking artillery targets

Desyncs in modded game will be ignored most of the time, until it is clearly proven that the desync is not caused by scripting.

[16.16] Desync while marking artillery targets

Game desynchronized while I was marking artillery targets. I use auto research(link).
Report is 330 MB so it is on my Google Drive
