[16.7] Desync

Desyncs in modded game will be ignored most of the time, until it is clearly proven that the desync is not caused by scripting.

I was playing my modded scenario when everyone got a massive desync at once. Everything had been running smoothly for hours and this happened. A cursory look at the report suggests a lot of fluid boxes are in disagreement. I had just added some coal liq to the factory, including a circuit controlled pump to limit heavy oil cracking. This looks eerily familiar with this old desync report: viewtopic.php?f=209&t=49843 and it happened under similar circumstances as well (heavy reliance on coal liquefication)
