[0.15.18] Desync with RSO

Desyncs in modded game will be ignored most of the time, until it is clearly proven that the desync is not caused by scripting.

I got a desync with only RSO enabled today in ColonelWill's multiplayer game.

It might be related to RSO somehow... but I'll need dev help to figure it out.
There is a chunk (I think) where there is a difference near crude oil but it's between position tags so I'm not sure what those two bytes are. After that there is something called targeting-me-index that has no value in one save and 1 in other save. Further diffs after that are hard to check since length changed and everything is offset. My diff tool is pretty simple so it doesn't try to check for offset data.
