[15.37] desync when making blueprint

Desyncs in modded game will be ignored most of the time, until it is clearly proven that the desync is not caused by scripting.

We might do some changes of mod scripting for 0.15 that should reduce these problems overall.

When creating a blueprint of the pictured block of structures, I get desynced the moment the blueprint preview appears. After automatically reconnecting, Tested offline in singleplayer does not crash the game. The server is running 0.15.37 and running two mods: Creative Mode and Foreman.
