All you have to do is:
  • Hook up the power lines to your grid (this step may be omitted if you place the plant close enough to it)
  • Hook up the rails to a water loading setup and a fuel cell production & reprocessing unit
  • Add the water and fuel cell stations to the trains' schedules
When the plant is built, you do not need any setup to start producing power, just bring in the fuel cells and water and the reactor will take care of itself. It will even cut back on fuel cell usage when not at full load!

If it's 480MW, approximately 296,640 fluid units/min. Each train can bring in 100k, so it'd be about a train every twenty seconds for the reactor overall. I don't know how the internal balancing might impact that, though. Or, for that matter, if there's any internal bottlenecks in that spaghetti.
