This is not a complete powerplant. It is not anything even close to ratio-perfect. One exchanger can support 6.872852 turbines, which many people round up to 7. I rounded down to keep it compact, making this a 35 MW electrical stage. It is great for a single-reactor power plant, or can you repeat it 4 times for a 2-reactor design. Past that, you probably want to grab one of the fancier designs.

The design is only 7 tiles wide, and can be repeated either with a gap (left) or touching (right). Pipes connect automatically either way (up to 7 tiles apart). Water can be fed from the thermal face, or from the tiling-points on the long sides. There is an extra electrical pole between the heat exchangers for signaling (or you can connect power from that face too) - or you can remove that and put an underground pipe there for water input.

The smaller version is two exchangers and two turbines. It will bring up 11 MW quickly, and the full tile can be dropped on top of it later. Or, with a two reactor plant with 4 of the full tiles, there is enough left over to finish it with one small version (add the third turbine for this usage).
