Ratio: 0.897(194:174) or 0.8(3)(198:165).
Total area: 2500
Useful area: 2442 (194*9+174*4)
Effective area: 97.68% (2442 / 2500 * 100)

1 substation = 4 tiles
30 poles = 30/4 = 7.5 substations
Total: 7.5 + 3 = 10.5 substations.
