Technically, no, but they do require Advanced Circuits (plastic) and Electric Engines (Lubricant), while blue science requires Advanced Circuits. So they're unlocked at basically the same time. Not counting personal roboport which is blue science, and throw in a couple rounds of worker robot speed to make them not painfully slow and the distinction becomes less clear. For most practical purposes by the time you've got bots, you've got blue science.
