In my mind, the only thing that's relevant is "no input backs up unless all outputs are backed up". That is, every output belt should be backed up or saturated, unless there is truly not enough input available.

You have described a "throughput unlimited" balancer, which is a subset of balancers. Most people are happy with balancers with some minimum worst-case throughput, often 50% is acceptable.

Also, in most cases, two non-unlimited balancers can be chained together to make a throughput-unlimited balancer, and in all cases some number can.

Just take 12 belt balancer and add a splitter to its outputs
However 12 belts are not typical for balancing.
