Priority Splitter

Found this setup for a priority splitter that seems to work well.
Preferentially outputs on the bottom lane, any overflow going to the top. The circuit conditions are read/hold on the first two, enable/anything > 12 on the low-priotity out.
The input lanes need to be balanced for this to work, which is the point of the initial splitter. They also need to be side-balanced (i.e. both sides of the belt the same), but using a hacked splitter (mod by Murdersquish) initially, or any other side-balancing setup, solves that problem.
Can be chained to enforce priority lanes on a bus.
