Here is the solution how to make an inserter which picks items 1 by 1.

You're late to the party ;-)
I've already posted it a while ago: viewtopic.php?f=193&t=35380
Needs just 1 constant combinator, you can set any stack size and it also works with filter inserters.

In fact if you only want to set the stack size for non-filter inserters, you just need to set the inserter to enabled anything < stack_size, read hand contents hold mode and wire it to an electricity pole, nothing more. stack_size should be the stack size you want of course. It will read back its own signal with 0-tick delay and work just fine. No combinators required ;-)
