[0.17] Water Ores - Ore gen in water tiles

Removes the resource_tile collision from all vanilla water tiles, allowing ores and oil to spawn there. Should work with all mod ores, but not with mod water tiles.

Perfect for the Island preset, allowing you to landfill paths out to new resource deposits and continue expanding your factory.
