For the official tileset, I asked a Factorio staff. It turns out the tileset was not cancelled!!!! It is just still under development.
Looking back to FFF #120, there was really not word mentioning the tileset would be in 0.13. What a silly mistake.
That said, it is still their game. They can do any changes to their plans. So don't put pressure to anymore if things change.
And before their tileset is ready, you can still use this mod as a placeholder.

"Did they cancel the new concrete tileset just because 4 or 5 people complained about it?" It was the question in my mind since I have known there is no new concrete tileset for 0.13. People have discussed about this. I have also asked if the devs can provide the tileset as a mod. But they seem to be too busy on fixing bugs and developing the tank wagon. Anyway, this is my mod now (evil smile).

Note: by default, it uses the Concrete with straight edges. But you can turn it off in config.lua so the irregular edges will be used instead.

This mod simply replaces the graphics of concrete edges. No change on recipe. No new terrain.
I did this with my poor Photoshop skill, so feel free to provide better graphics if you feel this is ugly.
(Still looking forward to the official tileset. People who complained they are not Factorio-like simply don't understand the style of Factorio.)
Vote for the tileset
I have added a poll about the official tileset. Feel free to show your thought on it. Also, there is an option for having the tileset to be a new tile instead of replacing the existing concrete. If there are more people choosing this option, I will change this mod to fit it.

About the support for Color Coding, I think we better finalise the tileset first. And I also think that it is better to have Color Coding supports this mod instead, so it can control the colors. I will be happy to provide the colored tilesets or even code for adding support once everything is ready.

How would diagonal edges behave if they border stone?
It would look nice if that results in half stone half concrete tiles.
How would Hazard Concrete look and behave?

I just changed the graphics, so it is the default behaviour of Factorio.
I totally forgot the Hazard Concrete.
Now, I am thinking how the edges of hazard concrete should look like. For normal concrete, I think it is like you dumped buckets of melted concrete and let it dry, so the edges are not straight. But for harzard concrete, I think straight edges are more suitable. What do you think?

That does look better than i thought. It's a slow field without tiles in reality though? So walking over that border would be noticeably slower than stone or concrete.
Hazard Concrete should defiantly have a straight diagonal. It may look odd to have the border run parallel to the stripes.

Walking over the boarder is slow because there is actually no stone or concrete on these grids. Think of placing 2x2 stone or concrete on the ground, the 4 edges will extend to the surrounding grids. With diagonal edges, they visually extend further, but it doesn't change the fact that the grids are still not covered by stone or concrete. You can consider covering these grids by stone or concrete, but it will change the position of the boarder.
OK, I will go for straight edges.

To anyone who will try to create a custom tile and mess with the corner image:

It turns out the corner image is restricted to quite a small area. As you can see in the above image, I used a totally white image for the corner but only a small square is shown instead of a whole 1x1 white tile.
Now I have to redo all the edges because of the unexpected cropping effect on the corners. (cry)
As the result, no more thick shadow effect. Only a thin stroke is allowed:

Looks good but there should be no visible borders of the tiles because hazard areas are painted not tiled.

Did you mean the black borders or the lines between each tile?
I have toned down the darkness of the border and I am quite satisfied now

But the lines are in the default texture. I only changed the images of edges.

Now there is config.lua to switch between irregular edges or straight edges. By default, it uses straight edges.
(Originally I wanted to use irregular edges by default, but I forgot to change it back after testing. I have to admit that straight edges look nice, so let's forget about it. )
