[MOD 0.12.20+] Very Fast AND Smart Inserters

A mod for those of you who wish there was a Smart Inserter that was also VERY fast.
Playing a lot of Bob's mods and those wonderful express inserters he adds I've always wanted versions that were also smart. So I made just that. And while not dependent on Bobs mods I do credit Bob for the naming convention as well as some of the colored graphics.
This adds the following inserters:
Express Smart Inserter
Express Smart Close Inserter
Express Smart Long Inserter
Express Smart Far Inserter (long inserter that places on inside of belt)
Express Smart Standard In Long Inserter
Express Smart Long In Standard Inserter
All Inserters in this mod have a large passive drain of 2.4 KW. I use this to sort of balance the fact they would have to constantly analyze items.
Research takes 300 x 1 red, 1 green, 2 blue, 2 alien

This is a preliminary release. I have tested it in 12.26 and everything seems to be working properly. Feedback appreciated. What sort of ingredients should I look at adding? What would you do to balance them?
