Slows down every mining drill in the game in order to stimulate the expansion. The power consumption is decreased accordingly as well.

Since the version 0.2.0 burner drills are only 4 times slower, since otherwise the initial manual mining gets too tiresome. A bunch of well-known drawbacks related to them should balance the things out. All other drills are now 8 times slower.
The original idea is by FluxFaraday, but I've rewritten it completely (all 4 lines) to work for every mining drill, so I've figured I'd post it in the same board, where all the others slower/harder_somethings are located, rather than in uclassifiable unofficial updates. (The implementation is also more correct than the one suggested by L0771 in the original thread.)
