I mean really
Nothing seems to be updated
Even no critical fixes like nerfing that stupidly overpowered biters
So is it time to make third-party fixes and improvements now?

no one was ever stopping you but no, it's not dead. just a few people better things to do than whatever you want them to.

No, this modpack is not dead. The development is progressing continuously (albeit slowly) on github, but the main developers are rather busy and did not have the time to push a release. The milestone for the next release is coming together tho: https://github.com/Arch666Angel/mods/milestone/3

Regarding the "stupidly overpowered biters", I assume you talk about the problematic biter balance in Angel's Exploration. That specific mod is still far from finished (prominently marked as BETA) so the developers will disagree with calling issues with that mod "critical". However, the devs are aware that biter balance needs to be reconsidered – feel free to track the progress on that issue (or give feedback) here: https://github.com/Arch666Angel/mods/issues/381
