I have 2 problems
1 Tin ingots are missing from tech tree
2 Bronze smelting is unresearchable

Advanced Tin Smelting 1 is the tech you seek, pretty sure it is the dark green icon in the top row of your screenshot.

actually the whole tin tree is missing

well nm I started a new game and the tin smelting was there.
no idea what I did

I do not know why. But the problem with research often comes up.
I started playing right after the release of the game and many mods were for the 0.18th version. And as the mods were updated, the research began to break.

But when all mods were updated to 1.0 and I created a new world, the problem went away.

There is a backward compatibility problem somewhere.
Something breaks recipes when updated.
