[0.18] Petrochem + Bob's Revamp brine/saline electrolysis recipe

I'm migrating to 0.18 after learning Angel's + Bob's in 0.17, and have found that Bob's saline water electrolysis recipe is active even though I have Bob electrolysers disabled.

The recipe seems to be considerably more efficient than it's Angel's counterpart, producing ten times the NaOH per unit saline and more chlorine than hydrogen (albeit significantly less gas total), while needing 75% of the production capacity; see the Helmod calculations below. (Both comparisons were calculated using Angel's tier-1 electrolysers for both recipes.)

No. Bob's recipe was added not that long ago. The dev team of Angel's mods still needs to address the recent changes that Bobingabout made to chemistry. Not sure when this will be done / released, though.
