TL;DR

Enemy time factor is not clear on the world generation screen

What ?

A little more explanation in a tooltip or such that explains what higher or lower values for all time values do.
Is a higher value more aggressive or to they make the aliens more docile?

Why ?

Because I never know what to set it to.
It also helps players make a clear decision at the start.

Assuming you mean the evolution time factor, it has a description already: "Controls how fast evolution increases over time." There is no enemy time factor.
