Cannot select ghost from by left clicking

I'm sorry I might not have all the terminology quite right. I've been playing a while on a mac and just moved over to a PC.

At the bottom of my screen there are those configurable quick link buttons you can use to select an item from your inventory and place it on the map. It works fine, except when my inventory is empty. On the mac, I could just left click and it would select a ghost and I could place it. However on my PC clicking on an item when its not in my inventory does nothing.

Please help, I"m going nuts having to copy and paste or craft items when they're missing from my inventory. I've done quite a bit of googling and verified my controls are default. Any suggestions?

It works fine, except when my inventory is empty. On the mac, I could just left click and it would select a ghost and I could place it. However on my PC clicking on an item when its not in my inventory does nothing.

Settings->Interface->Pick ghost item if no items are available.
