Not in vanilla. The land is generated once at startup. You can’t plant trees or grass. You can use landfill to fill in water but you can’t remove landfill once it’s placed. The biter bases generate ooze which stains the ground and can’t be removed. You can place and remove stone and concrete tiles but the ground underneath is not changed.

You could try to place conrete and then remove it.
Concrete removes decorations with certain percentage and biter bases drop decorations I think.
So placing and removing concrete might clear up the terrain.

If you want to save a little bit on resources you can use stone bricks instead of concrete if you're just going to pick it up anyways.

This just removes the little shrubs and stuff, biter base ooze remains there. It looked even more desolate with decorations off

No. I spent 5 minutes tiling and untiling a slime covered area with concrete tiles, it changed nothing.

Looks like you just might have to accept that you live in a desert
