I used to join multiplayer map ( e.g. oarc scene ) and find some interest blueprint...

You can't skim through other players' blueprints freely anymore, you can only access to what people have shared in the "My Game's blueprints" tab.
This came with the blueprint library overhaul. More on this here : viewtopic.php?f=3&t=87253 (despite this specific change is not listed in the change log).
