You need to research logistics to get the logistics functionality. You can still use storage/provider chests for building. One hack is to have a filtered storage chest to act as your requester, then deconstruct a chest with the stuff in it that you want moved. Bots will favour the filtered storage for delivery.

Logistics robots are still useful if you don't have requester chests. You can set personal logistics requests and they'll deliver to you from storage chests or passive provider chests. This keeps your character all stocked up on things you use often, like belts.
