am i missing something or why does the express splitter still needs normal belts instead of express belts?

Do you have screenshots of what you're seeing?

Shouldn't. Are you playing 0.17.69+, of 0.16.51 ? And also vanilla, or modded ?

Because the normal belts are used to make a normal splitter which is then upgraded to a fast splitter which is further upgraded to a express splitter.
