You might want to reduce your active quickbars count to 1 for that in settings. If that does not help, what features of the old quickbar do you miss?

i miss the old bar with all the features.
in the new bar, i have inserter in place one.
i place the inserter in the game and after, i have to place the inserter to another place in the bar.
the inserter is now twice in the bar.
now i have to press the middle mouse button to remove the inserter...why ?

The Old bar was insanely better for me.
i place my parts in the bar, i grab the parts and after i place the parts on the map, il take it bak to the bar....and job is done.

i cant find any new "Features" in the new Bar.
I dont use the keyboard for Gaming.
Never touch a runnning system, the old system was the best after x hours.
I have to going Version 16x, is better for me.

I dont understand why i MUST use the new bar, i dont want it !!!
let the user Switch the bar for better gaming, not all users are the same players.
Not all users use the Keyboard for Gaming...

I cant belive this...

If you actually do this, you can not blame the new logic, if you just refuse to learn it at all you will have to stay on 0.16.

The new system unbinds 'physical' item from what's in cursor. It is quite simple to understand, and the closest IRL concept to that I can imagine of is transition from gold standard to fiat monetary system. By the way, indirectly fiat system is also why you are now able to buy Factorio among other things...
I can imagine walking the character without keyboard but how in the world do you open an inventory? If you actually don't (i.e. use your keyboard nevertheless) you'd probably be already familiar with the action bind to Q. With item in hand it clears the held item from cursor (so it stays on the bar but not in cursor) and in 0.16 it was also putting the held item stack back to the inventory. If otherwise you somehow manage to not use the keyboard, you might want to rebind that button to another key of whatever manipulator you're using just because it is much faster and handier than physically putting your stuff back to the inventory every time regardless of version.
What manipulator do you happen to use? How much buttons does it have?

Not pretty sure about that. I know an hemiplegic friend who plays only mouse handed games because of his handicap, and I definitely know he can't play Factorio.

How can you play Factorio without any keyboard inputs ? How do you move the character ?

Assuming his working hand has normal dexterity, he could use a gaming mouse and bind the important inputs, including motion, to the thumb buttons. You didn't specify his handedness, but there are left-handed gaming mice, if that's the side that works.
There are also one-handed keyboards which he may be able to use, mouth-stick keyboards which nearly anyone can use, and tools like Dragon Naturally Speaking. If it doesn't already exist, a friend with the appropriate know-how (or a group of them) could make a set footpedals for ctrl, alt, and shift. Or maybe a set for WASD motion instead.

Better build a "footstick" to emulate the mouse movements and keep the more dexterous hand (versus foot) on the keyboard. But that's not the point here, the question was for the OP to play Factorio without keyboard (or key bindings if you prefer).
