I watch some LPlers and they can scroll thru there last uses blueprints without clicking anything.
Someone said (nothing in hands) shift + mousewheel, but that doesnt work for me, any idea? Or is it a mod?

I was wondering the same. I know it is a 0.17 feature but I cannot find any information on how to do it.

CTRL+V (or click the past shortcut), then shift-scroll. Same as a blueprint book.
This scrolls through your clipboard of CTRL+C made blueprints, which is different from "last blueprints used".
