You have a rail signal somewhere down the track. Train stops can only be placed on the same side of the track as a rail signal.

However, it looks like the signal checker does not work perfectly, and you can trick it in certain cases.

Yeah, obviously the game is not being consistent there for some reason, try adding signals on both sides of the track or backtrack to the next signal which likely is only on a single side.

For the record, there are no signals anywhere on that track - there WERE signals, when I was screwing with it, but I went back to check, twice, because I googled it and read about how signals force the stop to be on one side.

I recall some issues with stations on or adjacent to curve. Maybe remove the curved segment just before where you want to place the station.

Also uploading the save somewhere would make it easier for other people to try to diagnose the actual cause.
