Power problem

Ok so my power went out (not sure cause the coal was still there) so I had about 25 or so steam engines, i added about 15 more and refilled the coal, everything started running again, It says I am only pushing out 7.1MW of power - i looked at my drills and they are still running slow so I added 18 more engines, for a total of 58 and im STILL only pushing out 7.1MW of power (some of the steam engines do not have steam coming out of them) so II don't know what I am doing wrong, all the steam engines are hooked up with electricity but like I said some of the steam engines are not working or producing steam.

You need 1 boiler for every 2 steam engines.
Also you need 1 offshore pump for every 40 steam engines.
