rail segment blocked by little red cross-hairs

0.16.28 build 35905, win64, steam, bunch of mods (QoL + LTN) which I'll list out if necessary...

In the screenshot I'm trying to place a rail segment which is being blocked by a bunch of little red cross-hairs. What could they be?

Thanks Kayanor -- You're right, I had a mod out of date and it was this bug.
