Help with arrange on "loop" circuit

Hello boys!

First, sorry for my english. I'm brazilian.

Well, I have some factories making copper wires. The exit of these factories, leads to a set of belts, which lead to several chests. Where they are placed inside these chests. My idea is to "store" a large amount.

There are 56 chests ... giving a total of 537,600 units of copper wire.

I would like to make a configuration using the circuit, that whenever the total capacity of the chests reaches below 1000 ... that the inserters that are pulling the wires from the chests stop working until the total value in the chests returns to stay at 530000 or more.

That is ... summarizing:

I want when the contents of a chassis arrangement goes down, the inserters that remove the contents stop working until the chests get full again.

Can anyone help me with this?
