Smart fuel inserter

i'm trying to set a smart single requester chest and filter inserter for train stations
the thing is, it has to have priority filter input in the inserter, so it refuels the train with the most speed/energy efficient fuel available
so say i have a chest with 50 wood, 50 coal, 50 solid fuel, 10 rocket fuel and 1 nuclear fuel.
the priority would work like nuclear>rocket>solid>coal>wood
i figured the setup wold be like: decider combinator hooked to the requester chest, input parameter "each>0" output each=1
what i can't figure is how to send a -1 item signal dependent on a different item.
