Need help with logistic robots.

I built a smelting area with the output of iron and copper plates being put into passive provider chests. I'm transitioning between a main bus base and a bot-based system. I have requester chests which are supposed to be supplied with iron and copper plates. No matter what request I make, from one stack to 20k, I only get maybe one or two bots that are sent to deliver to that chest. By the screenshots I posted, I have plenty of bots available, and 20k+ iron and copper plates in my system, but not enough bots are sent to deliver to my chests.

Am I setting up my system incorrectly?

I believe bots are buggy in the current build. See viewtopic.php?f=30&t=56135 . It should be fixed for 0.16.14.
