What does this option mean when you are creating a new world? Does it have something to do with water/islands/archipelagos etc? If so then what does it mean if it is high or low?

I believe its to do with the change in terrain. That is, the difference between grass lands, forest, desert, water etc etc. Don't quote me though, I'd need someone more knowledgable about the game to confirm.
