sending items to different logic grids by signal help

so not sure how to hook this up so need some help.

basic idea, i have a connected grid of requestors and that is to break up my logic grid into separate zones or areas (i dont want all my bots trying to travel half the map), so i have a set of chests that are set to request and send stuff back to the main base decided by a signal.

Setup:
-2 logic networks (A and B)
-1 constant combinator
-?? decider combinator(s)
-?? arithmetic cominator(s)
-2 inserter (one is a filter inserter and one can be just a regular inserter)
-4 logic chests (1 requester, 2 active providers, 1 storage) (actives are used to ensure stuff gets moved)

within Logic network A
-1 requester chest linked to a power pole in logic grid B via red wire (this is then connected to the constant combinator), it is set to "set requests"
-one active provider chest (no connections)

in the middle:
-1 inserter of any type that does not sort set up between the requester in A and another active provider in B
-1 filter inserter going from the storage chest in B to the active provider in A, it is set to "set filter" based on the signal it receives. This is connected somehow to the combinators in a way i cant figure out....

in logic network B
- 1 active provider chest opposite requester chest in A
- 1 storage chest opposite of the active provider in A, this may have logic connections on it....


the idea being that i input on the constant combinator 5 fast transport belts and 20 iron plates then those will move to the requestor chest in A, via the inseter to the active provider in B and then into the storage chest in B, (got this working no problem)

NOW i change the signal to same as before but only 10 iron. (and maybe put a steal into the chest to to get rid of it)

what i want is the filter inserter so get set to filter on iron and only remove them as long as the iron in the storage chest is greater then the amount of iron signal being sent by the constant cominator, (the "extra" ends up being moved to the active provider chest in A ), this would also end up moving any items that are not in the signal from the constant combinator (ie. the steel or anything else)

any ideas on how to get this to work? even\n if only to clear out rouge items and send them back to A?

What is the Point of your construction?
You want to move items from grid A to B. But why do they Change?

I have a very simple Setup to move items from one to another grid.

Grid A: Requester Chest
Grid B: Red Inserter
Passive or active provider chest and a storage chest in the middle of the grid.

Red inserter has an active condition: item < 20 for example. It is in grid B, wireless connection
I use this for my supply of repair packs to my guarded railway tracks. If they would share the grid with my main base, bots would fly over unprotected land and won't make it very far.

Depending on the amount of items and the frequency you need the items you should consider trains.
