This doesnt work, whats wrong?

In 0.15 the steam comes out to the side of the boiler, in your case connect the steam engines at the arrows that go north from the boilers.
The new ratio is 1 offshore pump - 20 boilers - 40 steam engines.

Yep, here is a simple/standard setup...

guess even "infographic" is not enough.
i mean on screenshot you clearly see, that engine has steam icon on tube entries, yet you connect it to boiler tube, that has water icon.
on the other hand, i quite offten mess this way setup of chemical plants when using angels mod, there is so much types of liquid, one can easily overlook, there is different icon, and then it doesn't flow
