Factorio is a great game but the Science pack 3 (blue one) is either too expensive or if price is fine it should come in batch of 2 to balance the high costs.

With 0.17, which is soon™

Yes, 0.17 is coming out soon™ which includes these changed. The Devs did previously state that it would be January, then that it won't be January.
I'd say late february, they're trying to finish off a few features that they're currently working on, including the GUI and Pipe overhaul, and until those are ready 0.17 can't be released.

So im playing this in 2019 and blue potions are still too expensive. 1 Engine, 1 electric miner and 1 red circuit for 1 blue science pack is too expensive. When will this be re balanced?

Like, weeks and months ago. That's not the recipe in 0.17. You must still be on the 0.16 stable branch.

Hmm isn't game auto updating? How to update to 0.17?
