while not obvious, this issue of missing translations is independent of the language you are looking at, so this is in fact a duplicate of viewtopic.php?f=12&t=121260 reporting missing translations in Chinese (?)

Those translations have been provided and are available in 2.0.18 experimental.

Except the biochamber. That one does not have a technology description in English either so there is no Russian translation. And that technology description missing is apparently not a bug, as seen here with a different tech: viewtopic.php?f=23&t=116402
