I managed to freeze the New tips window in place.

How to reproduce:

Preparation: fully reset tips via /unlock-tips and /reset-tips
Make sure Settings → Interface → Show tutorial notifications is enabled.
Place some belts via fast replace to trigger New tips notification.
Disable Settings → Interface → Show tutorial notifications
Observe New tips window is still open
Mark all available tips&tricks as read
Close tips&tricks window
Observe New tips window is still open

What I see: New tips "Fast replace direction" is still visible.
What I expect: "Fast replace direction" should not be visible. After all, it is both deactivated & marked as read.

Hello, I tried to reproduce it, but I couldn't so I guess it is fixed already.

Confirmed, behavior is different now.
